Alibaba International Station’s announcement on strengthening the management and control of hazardous chemicals

In view of the particularity of the chemical industry, in order to better ensure the transaction safety of buyers and sellers on the International Station, in accordance with the requirements of laws and regulations such as the "Regulations on the Safety Management of Hazardous Chemicals", "Catalogue of Dual-Use Items and Technologies Import and Export License Management", and "Regulations on the Management of Precursor Chemicals", Alibaba International Station will strengthen the control of hazardous chemical products. The specific contents are as follows:

1. The sale of some hazardous chemicals is prohibited. For details on the scope of the prohibition, please refer to: "List of Prohibited Chemicals";

II. Restrictions on the sale of certain hazardous chemicals (hereinafter referred to as "restricted chemicals"). For details on the restricted scope, please refer to: List of Restricted Chemicals

1. For merchants who intend to publish restricted sales of chemicals, additional industry qualification access is required:

1) Only for members from mainland China

2) Manufacturing enterprises: "Dangerous Chemicals Safety Production License", "Industrial Product Production License", "Business License"

3) Business-type enterprises: "Dangerous Chemicals Business License", "Business License"

Merchants can go to the Certification (Gold Product) Center - Upload Certificate - Industry Qualification Access - Select "Access for Restricted Chemicals" - Submit the corresponding qualification materials.

2. Release regulations for restricted sales of chemical products

1) It must be published in the following categories and fill in the CAS No. as attached

2) Merchants must release products according to the scope of permission on the license they obtain.

3. Suspend online trading of restricted chemicals

That is, after this announcement takes effect, all Alibaba International Station seller members shall no longer enter into online transaction orders with buyers for restricted chemical-related products, including credit guarantee orders and e-collection orders.

4. Restricted sales chemicals will be blocked from the Chinese mainland market. That is, after this announcement takes effect, all restricted sales chemicals will be invisible and cannot be bought or sold in the Chinese mainland market.

This announcement was first issued and published on November 22, 2021, and took effect on December 3, 2021.

This announcement was changed and announced on January 10, 2023, and the changes took effect on January 17, 2023.

Members are requested to properly handle the orders in transit for the above products. We will continue to pay attention to the relevant policy changes in various countries and make corresponding adjustments to the platform control policy accordingly, including but not limited to adding new control scopes, country blocking, and a complete ban on sales.

At the same time, for any violation of this announcement or Alibaba International Station's relevant rules, such as malicious circumvention of rules, deliberate confusion of product information, misplacement of categories, false and exaggerated propaganda, Alibaba International Station will take penalties including delisting, deleting products, deducting points, restricting the use of website product functions, and closing accounts, depending on the severity of the circumstances.
